ABOUT THE PROJECT

EDIH Adria is a European Digital Innovation Hub that provides digital transformation services to the entrepreneurial and public sectors. Members are Ericsson Nikola Tesla, Infobip, Rijeka Development Agency Porin (Ex Smart RI), STEP RI, University of Rijeka and University of Pula.

The Digital Europe Programme (DIGITAL) is a new EU funding programme aimed at deploying digital technology for businesses, citizens and public administrations with the aim of accelerating the economic recovery and shaping the digital transformation of Europe’s society and economy.

DIH Adria provides expert and advisory support in the process

  • introduction of digital solutions in business
  • the development of digital innovations
  • identifying sources of funding for digital transformation and/or innovation projects.

The services of EDIH Adria are funded by the Digital Europe Programme and the 2021 National Recovery and Resilience Plan. – 2026 for a total amount of €2,645,000.

The consortium consists of global technology leaders (Ericsson Nikola Tesla d.d. and Infobip d.o.o.), two scientific and research institutions (University of Rijeka and University of Pula), an entrepreneurial support institution (STEP RI Science and Technology Park of the University of Rijeka) and a local development agency for the development of entrepreneurship and entrepreneurial incubation system in Rijeka (RRA Porin d.o.o.).

Consortium members contribute to the project with their experience, experts, equipment and support in the development and application of technological solutions.

The project focuses on the development of technologies such as artificial intelligence and high-performance computing.

Consortium services focus primarily on the health and quality of life, transport and mobility, energy and sustainable development sectors.

USERS

Small and medium-sized entrepreneurs (companies, crafts, family farms, holders of independent activities..) and public authorities (local and regional self-government units, public commercial and utility companies, public institutions, tourist boards...).

The category of micro, small and medium-sized enterprises (‘SMEs’) consists of enterprises (companies, crafts, family farms, self-employed persons..) which employ fewer than 250 persons and which have an annual turnover not exceeding EUR 50 million and/or an annual balance sheet total not exceeding EUR 43 million.

Partners and affiliated undertakings shall also be taken into account when calculating staff numbers and financial amounts.

Public authorities are on the list of: 

Public authorities – Information Commissioner (pristupinfo.hr).

Public authorities performing economic activity and non-economic activity, EDIH Adria services may only use the non-economic part of the activity.

Consortium partners bring accumulated experience, experts of different profiles and equipment and laboratories to test new products and services. Cooperation with academic partners provides access to top researchers and knowledge bases.

The target beneficiaries of the EDIH Adria project are small and medium-sized enterprises (companies, crafts, family farms, holders of independent activities..) that want to apply digital solutions in their business or develop digital innovations, and public authorities and entities that do not perform economic activity (local and regional self-government units, commercial and utility companies in their ownership, etc.) that want to apply digital solutions in their business If you belong to this category or want to find out more, you can contact info@edihadria.eu  and get an individually tailored path to digital transformation.

The services of EDIH Adria can also be used by mid-cap companies, but the services for them are not free of charge, but are provided at a reduced fee. The price list of EDIH Adria services lists all the services that EDIH Adria provides, the value of the services and the amount of support that the user receives.

EDIH Adria publishes a public call for all services. You can apply for a public call, in the manner and under the conditions prescribed by the public call. Users are selected through the application to the published Public Call for EDIH Adria services, which contains defined eligibility criteria.

For entrepreneurs the procedure is as follows:

After examining and assessing the eligibility of applications, EDIH Adria submits all eligible applications to the Ministry of Economy (MINGO). MINGO, as the provider of State aid, takes the decision to grant State aid to undertakings. The EDIH Adria team will inform all applicants about the (non)acceptance of their application and provide instructions for further action.

For public authorities the procedure is as follows:

After the review and appropriate assessment, EDIH Adria submits all eligible applications for information to the Ministry of Economy (MINGO) as the provider of funds.

Applicants that do not fall into the category of either SMEs or mid-caps or public authorities and entities that do not carry out an economic activity are ineligible. Eligibility conditions are laid down in the State Aid Programme and the MINGO Instructions. Eligibility is demonstrated by filling in the declarations contained in the published forms. EDIH ADRIA SERVICES

Project beneficiaries can use the following services: A) Digital Maturity Assessment (DMA); B) EDIH Adria Bootcamp, C) Test Before Invest, D) Education, E) Drafting (implementation) of the Digital Transformation Project (DAP); and F) Financial Capacity Assessment (FCO).

Thanks to funding from the European Union through the Digital Europe Programme and through the National Recovery and Resilience Plan, our Users of this service (usually) use it free of charge. The price of a particular service is defined to enable the calculation of the grant awarded to the user through the Public Call. The prices of the services are as follows:  A) Digital Maturity Assessment (DMA), free of charge and non-grant, B) EDIH Adria Bootcamp – €4,000 per beneficiary, C) Test Before Invest – €1,000 per day, D) Education – €150, €200 or €300 per participant, depending on the level, E) Drafting (implementation) of a digital transformation project – €3,000 per beneficiary and F) Estimate of financial capacity – €3,000 per beneficiary.

DMA

The so-called DMA questionnaire, which you fill out with the help of EDIH Adria experts, allows you to assess the digital maturity of the organization, identify needs and goals, and identify areas that require EDIH Adria's support in digital transformation.

Digital maturity assessment is a step that enables EDIH Adria experts to have a clearer picture of users' needs and capabilities. Depending on the services used, it may or may not be mandatory. Assessment of user's digital maturity is a prerequisite (mandatory) for using Bootcamp and Test before invest services. Users are not obliged to complete the DMA if they use only education services.

During the digital transformation process, you will participate in 3 DMA assessments so that we can monitor your progress made through the EDIH Adria project.

BOOTCAMP

DIT Bootcamps are intensive two-day programs that combine workshops, mentoring and counseling to support the digital transformation of business. During these events, project participants have the opportunity to directly cooperate with EDIH Adria experts, analyze their business needs and consider potential projects for digital transformation or development of digital innovations.

The aim is to help users better understand their current business challenges, digital technology opportunities and develop innovative ideas for digitalisation.

There are two types of DIT Bootcamps: Bootcamp for Digital Transformation and Bootcamp for Digital Innovation.

Bootcamp for Digital Transformation is intended Businesses and the public sector with the aim of digitizing business, i.e. improving the digitalisation of business.

Bootcamp for Digital Innovation is intended businesses They want to develop new digital solutions. We focus on the health and quality of life (including health tourism), transport and mobility (with a special focus on the maritime sector) and energy and sustainable development sectors.

Bootcamp for Digital Transformation focuses on the application of external digital solutions to improve business.

The main goal is to improve the digitalisation of businesses and the public sector.

The Bootcamp for Digital Innovation focuses on the development of new digital products and services.

It is intended for small and medium-sized enterprises and midcaps who have an idea for the development of an innovative solution.

The deadline for applying to Bootcamp is set in the Public Call. The application can be submitted no later than 10 days before the Bootcamp.

The profile and number of representatives of the organization who should attend Bootcampo is prescribed by the Public Call. A minimum of 1 and a maximum of 3 people from the organization should participate in Bootcamp. It is desirable to have persons with decision-making powers present.

As a rule, yes.

Bootcamp is usually held live. It can be held both online and hybrid.

The format of the performance for each DIT Bootcamp is indicated on the website www.edihadria.eu  along with other information such as date, intended for whom, etc.

The expected result of the DIT bootcamp event is either a formulated project task for the TBI service (digital innovations – scope, business reasons, key unknowns) or a defined framework for the introduction of digital technology in business (digital transformation – scope and timing of deployment and application, business reasons, elements for selecting suppliers).

At bootcampo, our mentors will give you recommendations on the next steps in the implementation of your project. We can recommend the use of certain services of our EDIH or Dr. EDIH in the EU, additional project elaboration or moving into implementation without the need for further support of EDIH. Participation in bootcamp does not mean that you are still obliged to use EDIH services.

TBI

Test Before Invest is a service to support the private and public sector in testing the application of technology before investing. The aim is to test the application of technology before investing and to verify the value and contribution of digital solutions to business improvement.

The user defines the need for Test Before Invest either independently or with the help of EDIH Adria experts and participation in Bootcamp. Then EDIH Adria experts propose appropriate solutions for testing digital technology tailored to each individual user. The aim is to create a pathway towards digital transformation that responds to the needs and capabilities of users.

Test Before Invest support is provided for the digital transformation of companies that want to improve their business and for the development of new products and services for IT companies that develop new solutions.

Micro, small and medium-sized enterprises (SMEs), mid-caps, and public bodies and entities not engaged in an economic activity may benefit from Test Before Invest support.

Before participating in Test Before Invest support, users can apply to Bootcamps for digital transformation or digital innovations to develop project ideas and prepare for testing digital solutions.

Participation allows users to check the feasibility and market applicability of their digital innovations before investing, which helps rationally plan investments in new technologies.

Like all EDIH Adria services, TBI is free of charge for users who meet the conditions prescribed by the public call. Nevertheless, Test Before Invest has its market value which is used to determine the value of the aid to the beneficiary. This value is €1,000 per working day during which the TBI is carried out.

EDUCATIONS

The trainings are designed taking into account the needs of users and different levels of prior knowledge, and are carried out at the initial, intermediate and advanced levels. The aim is to strengthen experts who will be key in the process of digital transformation of Adriatic Croatia.

Trainings for employees, trainings for the IT industry and trainings for experts in the IT industry are offered.

Employees of companies (companies, crafts, family farms, holders of independent activities..) and public bodies (local and regional self-government units, public commercial and utility companies, public institutions, etc.) can participate in trainings. They are free of charge for end users, and the market value per day per student is 150,00 EUR.

Training for employees includes practical training on the use of digital tools in everyday business, including understanding databases, online sales, the use of collaborative tools and the application of artificial intelligence.

Employees of enterprises (companies, crafts, family farms, holders of independent activities..) and public bodies (local and regional self-government units, public commercial and utility companies, public institutions, etc.) working in ICT and digital industry. Educations are free for end users, and the market value per day, per participant is 200,00 EUR.

Training of experts in the IT industry includes the exchange of professional knowledge and digital skills among technology experts and professionals. The goal is to create an ecosystem that will bring together top experts and implies “train the trainer” training. Educations are free for end users, and the market value per day per participant is 300,00 EUR.

SUPPORT AND NETWORKING

EDIH Adria has a key role in creating an innovation ecosystem in the Adriatic Croatia in order to encourage, motivate and support the implementation of different technologies and digital transformation at local, regional and national level.

RIMAP is a regional innovation matchmaking platform that enables networking of economic operators, entrepreneurs, researchers and scientists in order to transfer knowledge and develop the innovation ecosystem in the region.

As a potential user, you can use the RIMAP platform to search for available partners, projects, suppliers of goods and services, publications and data related to research and innovation. You can also publish information about your own projects. The platform allows you to search by keywords or specific categories, making it easier to find relevant information.

To register on the RIMAP platform, visit the official website rimap.uniri.hr and select the option to register. Enter the required information, such as name, surname, email address and password. Upon confirmation of registration by e-mail, your user account will be activated, allowing access to all functionalities of the platform.

RIMAP can be used by economic operators, entrepreneurs, researchers, scientists, the public and non-governmental sector and other interested participants with the aim of transferring knowledge and developing the innovation ecosystem.

Because they are funded by the EU and the RRP. State aid rules apply to entrepreneurs.

State aid.

Entrepreneurs using the services of EDIH Adria are beneficiaries of State aid.

More specifically, MINGO grants state aid pursuant to Article 25 or 28. EU block exemption regulations, in particular the following types of State aid: State aid for innovation for SMEs or State aid for research and development projects. The aid intensity and other rules are laid down in the Programme for granting State aid for the implementation of the activities of the European Digital Innovation Centres aimed at providing services to entrepreneurs.

Aid granted to undertakings using the services of EDIH Adria shall not constitute de minimis aid and shall not be cumulated when establishing the de minimis threshold.

Public authorities and entities that do not carry out an economic activity are not beneficiaries of State aid. They are not subject to State aid rules.

The state aid provider is the Ministry of Economy of the Republic of Croatia. EDIH Adria is a mediator in the granting of aid, which means that we help to meet the requests for the granting of aid and communicate with MINGO regarding the granting.

what is

de minimis?

Low-value aid; the total amount of which may not exceed €200,000 per undertaking, or €100,000 in the case of an undertaking engaged in road transport for hire or reward, in any period within three fiscal years.

In doing so, all de minimis aid shall be taken into account (aggregated) irrespective of the instrument, purpose and level of the de minimis granting authority.
