State aid and procedures

According to the Contract on support from EU sources, up to 50% the amount of funds used to finance the activities of EDIH Adria. Remaining part of the funds dedicated to the financing of services provided by EDIH in the same percentage (up to 50%) in relation to the EU, financing was provided from national funds, i.e. from the Recovery and Resilience Facility.

The national resources of the Member States which co-finance the provision of EDIH services to undertakings are considered State resources, i.e. State aid, and the recipients of that State aid are the final beneficiaries to whom all the benefits obtained from the allocation of national resources have been passed on.

The State aid provider is the Ministry of Economy, and EDIH Adria is the intermediary in the State aid procedure. State aid is granted on the basis of Articles 25 and 28. Regulation (EU) No 651/2014, and it is important to note that it is not de minimis aid and that these aids are not cumulated with de minimis aid.

The aid will be granted in the form of grants to small and medium-sized enterprises and small mid-caps, enabling them to benefit from services provided by the European Digital Innovation Hubs free of charge or at a price below market price. Also, it is important to point out that one aid applicant can use several services of a particular EDIH.

Where the end-users of the services provided by EDIH Adria are public bodies and entities which do not carry out an economic activity, they are not subject to State aid rules or to the Aid Scheme, regardless of whether the provision of EDIH Adria EU services is financed by funds and/or nationally provided funds.

According to Instructions for how to act and how to use the services of the European Digital Innovation Hubs The Ministry of Economy and Sustainable Development, EDIH Adria, as an intermediary in the granting of state aid, is obliged to provide services in an open, transparent and non-discriminatory manner, which means that the selection of the end user of services must be carried out in such a way as to enable all eligible potential applicants to access the services provided by a particular EDIH in accordance with the rules on granting aid laid down in Aid scheme and obligations under the aid and grant agreements No 101083838.

STEP 3:

  • EDIH Adria Public call for the use of services.
  • The potential user submits an application to the Public Call by e-mail (certified by electronic signature), in person or by registered mail to the address of the University of Rijeka, Trg braće Mažuranića 10, 51000 Rijeka.
Important note: For the Test before Invest service, the application is carried out in 2 phases:

Phase 1: online submission of expressions of interest,

Phase 2: application by post or hand-over, provided that the expression of interest is accepted;

  • EDIH Adria checks the eligibility of users, if necessary requesting supplements and clarifications of the application.
  • Applications that have been assessed as eligible are forwarded to the Ministry of the Economy.  The service can be provided only after the MINGO has received proper documentation.
  • MINGO adopts the Decision on granting State aid to the beneficiary.
  • EDIH Adria submits the Decision on granting State aid to the beneficiary.

what is

de minimis?

Low-value aid; the total amount of which may not exceed €200,000 per undertaking, or €100,000 in the case of an undertaking engaged in road transport for hire or reward, in any period within three fiscal years.

In doing so, all de minimis aid shall be taken into account (aggregated) irrespective of the instrument, purpose and level of the de minimis granting authority.
