EU call “Digitalisation of services of local and regional self-government units” published

Local and regional self-government units in Croatia have the opportunity to make significant investments in the digital transformation of services! Under the Competitiveness and Cohesion Programme 2021-2027 (PKK), open call PK.1.2.06 which supports the development and improvement of e-services and m-services, with the aim of improving the quality of life of citizens and creating an enabling business environment.

This call is part of a wider EU initiative for the digitalisation of the public sector, which stresses the importance of rapid and effective transformation. According to data from the EU Digital Europe programme, the digital transformation brings revenue growth of over 56% organization and positive development of industry for 87% cases, but requires a strategic approach, investment in people and technologies, and continuous learning. That's why resources like EDIH Adria (European Digital Innovation Hub Adria) can be a key ally – they offer ‘Test before Invest’ services for testing digital solutions before investing, training for employees and support in accessing EU funds, including de minimis aid up to EUR 200,000.

Objective of the call

The call supports investment in Digitalisation of services related to administrative responsibilities of the LFS(R)S. The focus is on:

• Development of new e-services and m-services covering the whole life or business situation.
• Significant improvement of existing services.
• Integrating multiple simple digital services into one complex one.
• Increasing the security of information systems against cyber threats.
• Adaptation of services for mobile platforms within the State Information Infrastructure.

The purpose is to enable LRSGUs to digitise processes and services of the highest importance for the local population, thereby enhancing competitiveness and cohesion.

Financial support

• Total available resources: 20,000,000 euros.
• By project: From 200,000 to 2,000,000 euros.
• Co-financing intensity: 85% eligible costs.

The right not to allocate all funds is retained, so early submission of proposals is recommended.

• Applicants: Local and regional self-government units in the Republic of Croatia (according to the Local and Regional Self-Government Act, OG 33/01, etc., and the City of Zagreb Act, OG 62/01, etc.).
• Mandatory partnership: The project must be implemented in cooperation with other LRSGUs.
• Geographical area: The entire Republic of Croatia.

Duration of the project

• Beginning: Not before the proposal is submitted.
• Maximum duration: 24 months.

Eligible activities

The call finances the following:

1. Development of new e- and m-services.
2. Improvement of existing services.
3. Integration of digital services.
4. Adaptation for mobile platforms.
5. Cybersecurity measures.
6. Education and training for e-/m-services.
7. Promotion, visibility and horizontal principles (e.g. equality, sustainability).
8. Project management and preparation of proposals.

Deadlines and submission of proposals

• Deadline: From 13 January 2026 at 11 a.m. until the funds are used up, at the latest 31 December 2026 at 11 a.m..
• Form: Electronically via the system eCohesion (in English and Latin).
• Where: Public portal of the eCohesion system.
