Test before Invest

Phase 2
the Public Call

The aim of the second phase of the Public Call is to select the users of the Test before Invest service of the EDIH Adria project and the granting of State aid the Ministry of Economy and Sustainable Development to entrepreneurs for the use of this service. The public call shall determine the duration of the public call, the method of submission of applications, the eligibility of applicants, the key conditions for the provision of the Test before Invest service, the procedure for selecting beneficiaries of the EDIH Adria service and the granting of State aid (where applicable).

A prerequisite for submitting the documentation specified in the Public Call is a positive opinion of the Commission, i.e. a notification that the potential beneficiary is an eligible applicant, based on the successful completion of the first phase of the public call, which implies an expression of interest and its evaluation by the EDIH Adria consortium, i.e. a decision on the (non)acceptance of the Expression of Interest by the University of Rijeka as the EDIH Adria coordinator.

Amendments to the text of the Public Call for the Test Before Invest service

Appropriate amendments will also be published, where necessary, to adapt or change the public call procedure.

Applications are submitted by filling out and sending a Request for the use of EDIH Adria services on the form prepared for this purpose, which is accompanied by all the necessary additional documentation.

Small and medium-sized enterprises and Small mid-caps provide the following completed forms:

  1. Request to use the service TBI EDIH Adria
  2. Form 1 – Application for aid
  3. Form 2 – Declaration on State aid granted
  4. Form 3 – Declaration of eligibility and veracity of information
  5. Form 4 – Summary declaration of the aid applicant
Note: It has also been published Form 5 which the applicant is not obliged to fill in when applying for this Public Call, but is obliged to submit at the invitation of the Ministry of Economy and Sustainable Development, as the provider of state aid.

Public authorities and entities not engaged in an economic activity provide the following completed forms:

  2. Form 6 – Declaration on the exercise of a non-economic activity

Applications for the use of EDIH Adria services with accompanying documentation are submitted by applicants in a closed envelope in person or by registered mail to the following address:

University of Rijeka, Trg braće Mažuranića 10, 51000 Rijeka, with the indication: ‘Application for the public invitation to use the service ‘test before invest’ by Edih Adria and the full name and address of the applicant.

what is

de minimis?

Low-value aid; the total amount of which may not exceed €200,000 per undertaking, or €100,000 in the case of an undertaking engaged in road transport for hire or reward, in any period within three fiscal years.

In doing so, all de minimis aid shall be taken into account (aggregated) irrespective of the instrument, purpose and level of the de minimis granting authority.
